Another option is to hire a steward the UESP has a list of which followers can become your steward - I would avoid any of the mercenaries Marcurio and the others who you pay to accompany you as they are quite buggy as stewards and give them a bunch of gold to furnish the rooms. I was able to buy the house and it's decorations only after finishing it I did the Imperial side. My next mission there is to liberate the reach but it doesn't appear anywhere on the map. I haven't played the game in some months and got back into it again.
